Paul A. Logan graduated from the University of Illinois in 1973 with a Bachelor of Science degree, completing an accelerated, three-year program in engineering and business. After three years as a computer programmer, systems analyst, and professor of computer science, Mr. Logan enrolled in the University of Toledo School of Law, where he received his law degree in 1979, with honors. While at Toledo, Mr. Logan was elected President of the Student Bar Association and appointed to the University's Board of Trustees. He also received the Dean's Award as the outstanding graduating law student.

From 1979 until 1981, Mr. Logan served as Assistant Attorney General for the Commonwealth of Pennsylvania, Department of Transportation, in the Claims Litigation Section. While at PaDOT, he handled major highway, bridge, and environmental cases before state and federal courts and the Pennsylvania Board of Claims.

In 1981, Mr. Logan entered private practice, focusing on the representation of contractors and businesses which deal with local, state, and federal governments. He has handled matters before numerous state and federal courts, the Pennsylvania Board of Claims, various Boards of Contract Appeals, the U.S. Court of Federal Claims, the U.S. Tax Court, the Pennsylvania Board of Finance and Revenue, the United States Supreme Court, various arbitration forums, and many other tribunals. Mr. Logan regularly represents clients in their dealing with state and federal governments and agencies, such as General Services, OSHA, SEPTA, the Federal Aviation Administration, the Federal Highway Administration, the Environmental Protection Agency, and state Departments of Transportation.

Mr. Logan is admitted to the bars of Pennsylvania, New Jersey, Maryland, Delaware, and North Carolina.

Mr. Logan is frequently asked to address other lawyers, trade associations, and highway and building contractors, including the APC, the ASHE, and the Association of Architectural Engineers. He has lectured on construction law for the Pennsylvania Bar Institute and at the 1995 Construction SuperConference. He was also selected as the only non-government attorney to speak at the Associated Pennsylvania Constructors conference concerning PaDOT's contract administration. Mr. Logan was selected by the Federal Highway Administration to serve on a national panel assigned to study and report on settlement of state highway claims involving federal participation, and he was selected to speak at the Federal Aviation Administration airport seminar on claim resolution. Mr. Logan has also served as an engineering lecturer at Penn State and Drexel University.
